Soak the lower half in kerosene or diesel fuel for a few
days.  Pock a container that will allow the dizzy to stand
upright, then pour enough in to come about 1/4" above the
mount.  Let ti sit for a couple of days.  Try tapping with a
MSH (medium sized hammer).  Repeat as needed.
