In a word, no.   If I understand what you wrote, you have dropped the jet
down slightly in relation to the body of the carb.  This has the effect
of richening the mixture, just as if you had partially applied the choke.
 You now propose to drop the needle down in the piston in order to
restore the needle's postion in the jet.  What you have failed to
consider is twofold :  1) The float level would need to be decreased an
equal amount or else the mixture will STILL be too rich, and; 2) By
dropping the jet down you have reduced the length of travel when the
choke IS applied. leaning out the mixture under full choke and possibly
causing cold start problems.

It has been my experience that an H series carb, when assembled correctly
with new components (IOW the pieces included in a good carb kit)  will
not leak unless there is a defect  in the carb body itself.  Just my
2cents worth.
