Hi,
The governor is a mechanical device that limits the RPMs of the motor.  It
will be an arm coming from the crank case with a spring that attaches the
the throttle via a wire linkage, probably.
Lawn mower motors are supposed to go 3600RPM max at WOT.  You more than
likely have a dirty carb.  Trash in the carb is the #1 lawn mower problem.
How old is the mower?  Most newer mowers have fixed jets and can just be
taken apart and cleaned and put back together pretty easily.  Older carbs
have adjustments that need to be made.
