O.K. I'm a bit tardy with this but FWIW: I'm not certain from your description exactly what is happening but.... On p60 and again on p68 of the 3rd edition of Vizard he describes a situation he refers to as "standoff" which could be what you are describing. One possible cure is a good ram pipe inside the filters.
