Steve, I also had a similar elusive problem and got some help from the list.
Many different mechanics checked my timing (including me), but finally one
checked my timing marks and found them off by 8-10 degrees. I was running 16
degrees initial and 42-44 degrees full advance. At cruising speed my engine
wasn't happy with 40+ degrees advance, but it would take it at full
throttle. Since you mention that this engine is new to you, and done
sloppily, you may want to check this.
