Some state motor vehicle depts.  offer a service where title/owner 
information can be accessed.  Dealers can access some info in Fla for motor 
vehicles.  Do dealers and banks have this access in California?  If so,  you 
could feed  either title # or vehicle ID and get the owner.  I think it can 
then be traced back.  A picture of the old license plate would give the 
registered owner at that time.  Wouldn't this answer the question of the Get 
Smart car?   Mark L.
