I think we've all seen the advertisments that a company, for a fee, can get a 
legal title for any vehicle.   Some of the latest ads state that the vehicle 
must be prior to a certain year.  I assume these titles are acquired in a 
state that has pretty lax regulations. The ads normally state that this is  a 
service for people who have "lost their title."  Sure!!!
