Does anyone know the symptons of a brake servo going bad?

At times I seem to loose the servo assist and have to really
push hard on the brakes to stop. I am using silicon brake fluid and
have rebuilt the system earlier this year and all seemed fine (cylinders and
calipers
rebuilt, master and pdv new, vacumn line new. They seem better when the RPM's
are up above 1000 but it does not seem to correlate.

If I pump the peddle, (once maybe twice) they seem to be okay and
I do not have "lean" on the peddle to stop.

Any ideas? I am considering replacing the servo but would perfer to
know rather than shotgun the problem.
