No, this isn't the case.  Indeed, Triumph had to make continuous
changes to the emission systems on the cars in order to keep up
with the EPA.  These changes involved engine changes (Spitfire),
ever-changing emission carburetors (TR6/TR7), and switching
to fuel injection (late TR7s).

By the way, I speculate that the reason for the CT67907 having
a '68 registration is that it was common practice for cars to
be registered/titled in the year that they were *SOLD*, not the
model year of manufacture.  This practice ceased sometime in the
late 70s; I don't know exactly when.

So, what probably happened in this case is that, for whatever
reason, the dealer still had a TR4A on the lot (or in the showroom)
until after the TR250 came out, and it wasn't until 1968 that
it was sold.  In some cases, dealers kept a car or two in the
showroom for quite a number of years, and it was later sold with
a "current title/registration" even though the car was already two
or three years old.

I seem to recall an individual on this mailing list who mentioned
about a year or two ago that he was the original owner of a 
"1963 TR3A" that had been kept in the dealer's showroom for three
years before the dealer decided to sell it!  (The car was actually
a 1960 TR3A, according to the time of manufacture, and wasn't
even particularly close to being the last one!)  Is this person
still around?
