It is my experience that the lead current wire comes from the steering column, 
where pressing the horn button closes the circut.   The ground, then may create 
confusion as to where to hook the appropriate wire.  Have you tried reversing 
the connection for just a short period, to make sure that the horn is not 
trying 
to reverse direction?   I'm no expert, but have replaced the horns onmy three.
