You are all Wrong.  The Hydrovac is an "after market" add on that is
designed to vacuum up water before it heis the LBC, therby eliminating
any possibility of RUST.  An ingenious device, really, but its
shortcomming is that its long electrical cord limits how far the car can
travel from the house.  (The cord is required because the Lucas
Electrical system is too weak to supply enough power to run the VAC.
