TR6 Alternator not charging

The alternator on my 1970 TR6 is not registering a charge at the ammeter.
It does register a discharge, i.e., when starting the car.  When the engine
is running, the ammeter needle does not go into the charge (+) area.  It
stays neutral, i.e. pointing straight down, right in the middle between (+)
and (-).   The ind light in my tach does not go on either.  I replaced the
bulb with a working one and it still doesn't go on.

I had the alternator overhauled by a local shop.  They replaced the
rectifier(?) and regulator.  According to them it bench tested just fine.
I reinstalled it in my TR6 and started the car.  No charge!  The ammeter
was overhauled by MoMo's in New Mexico.  I would normally assume that both
ammeter and alternator are working.  But given the quality of some of the
work I've had done at other places, I don't.

My question to the list is this:
     Is there a way I can test the ammeter and alternator to see if both
are functioning properly?
     If both are OK, any idea why my ammeter shows only a discharge?
     Why my Ind light does not go on when I turn the ignition on?

I have printed off the VTR pages on Alternator Diagnosis and will peruse
those tonight.

BTW all my other gauges and indicator lights are functioning properly.

1970 TR6 PI CP51649 ... with 2.7 miles on my frame-off restoration!!
