Not all of these carbs are adjustable that way.  Earlier ones had the
adjustment on the bottom, middle ones were non adjustable and later ones
were adjsutable from the top.  If you have one of the latter two you can
tell which by looking at the dashpot tube.  The place you put the oil.  The
tube will have two notches if it is adjustable from the top.  No notches,
not adjustable.  At least that is what I have observed.
