  The dollies usually have a pattern on the surface
that sort of "gathers" the metal. So that for the
moments that the hammer face is deforming the metal,
it is also pulling it in towards the center not
just the direction of the hammer blow.

  You can also use shrinking body hammers which
have a spiralled-groove face that does the same
thing.

  If you are handy at welding though, you might
get better results by sectioning out a sliver
to remove some material, and bringing the new edges
together and welding up.
