This may not be perfectly accurate but it is certainly close enough
for our purposes.  This also raises a possibility for a new competition
at the VTR events:

The Brake Horsepower competition.  Participants will compete for
horsepower ratings and will use as proof of actual horsepower their
speeding citations.  Of course the participants will need to request
the officer to document the prevailing head/tail wind.

P.S.  JUST KIDDING!  I'm not advocating top speed runs on public roads
(unless you are on the autobahn where the other motorist are expecting
it)
