Hi Rick, 

The purpose of rim bands is to protect the inner tube from being
punctured by the heads of the spokes, so position accordingly. 

Still check that the spoke end isn't protruding through the nipple so
that it would puncture the tube right through the band.

This I know not from TR's, but from cycling (both with & without motors)
where rim bands are nearly always used too. 

Also, particularly on my mountain bikes and motocross bikes I've used
rubber cement between the band and the metal rim, to help keep it in
place. Rubber cement doesn't damage the rubber band and is easily
removed.

I've also lightly dusted the bands and the rest of the inner tube with a
bit of talcum powder, not to keep em smelling nice n fresh, but to allow
the tube to seat freely and move a bit without "chaffing".
