Hardened steel stretches and weakens each time it is torqued, heat cycled, and 
stressed.
All of the engine rebuild books I've read, without exception, say that rod 
bolts should be
replaced as a matter of course.

Rod bolts are specially made to do their job (they get a lot more stress than 
any other
fastener on your car), but they're only human...
