The coil on the back side of the regulator is a resistor.  If the wire is
not broken it may still be just fine.  If one know the resistance one could
acquire a comercial wire wound resistor (I would think that a 5 watt model
would do it but perhaps a 10 watt model just ot be conservative) and
replace it.
