The nuts should be tightened evenly until the joint is 'solid' (10-20
ftlb, exact torque is not important), then both loosened 1.5 to 2.0
turns until the nut castellations line up with the cotter pin holes. 
(If your trunnion does not have the holes, either use Nyloc nuts or
drill the holes.  Remember that Nyloc nuts should be replaced and not
reused.)  Then rap outwards on the wishbones (A-arms) to seat the
special washers against the nuts.
