Hugh,

You should be able to find a welding jobber in the phone book that has portable
equipment on his truck.  You can do all the disassembly and fabricate or 
purchase
the plates ahead of time so your weldor is ready to go when he gets to your
house.  No need to remove the gas tank, just have it full so there's no vapor
above the fuel level.  Also, remove the trunk board so you can keep an eye on 
the
felt pad below the tank.  A good weldor can work quickly enough not to generate
so much heat as to be a risk to the pad, but it doesn't hurt to keep an eye on 
it
anyway.
