Such things used to be available from JCW and whatnot, but I haven't seen
them listed in many years.  Not much room to mount on a TR3 column anyway !

However, since the TR turn signal circuit is so simple compared to American
cars, you can use any SPDT center-off switch, available from Radio Shack and
whatnot.  It won't self-cancel, you'll have to remember to turn it off after
making a turn.  And obviously, you'll want to mount it in (or under) the
dash.  If you really want to get fancy, get a turn signal switch from a MGA.
They were self-canceling, and dash mounted.

But for that price, you can probably pick up a working used control head.
They are worth a lot less now that new reproductions are available.
