Yes, I've done it. Grind off the rivets and punch them out. The pot 
metal and other parts corrode and then things don't work. I can't 
remember if there is a paper gasket inside--I either made one and / 
or used silicone. I could not find replacement rivets. I threaded the 
rivet hole and used allen  screws, a minor compromise for a working 
orginal horn.
