CA's police don't make house calls at your request, but there is a similar
procedure available here.

Problem is, rather than telling the DMV what he did and following their
procedure, he went through an out-of-state "title generation" company. That
in itself is suspicious, but in addition he had the bad luck to pick a title
company that was being investigated for dealing in stolen property.
Given CA's current economic situation, and the fact that confiscated cars
are sold and the proceeds go to the gov't ... Yup, he needs a lawyer ! Of
course, the car may not be worth what the lawyer would cost .... CA gets
away with a lot of things on that basis IMO.
