I found a old pair, and had them recovered (about $30 at an upholstery 
shop).  TRF and Victoria both sell the TR6 kit as a replacement, but 
that appeared to involve more mods to the windscreen frame than I was 
willing to make.

I assume you mean where the top frame brackets mount to the b-posts?  
One thing is to make sure you have the original, pointy screws, or 
grind points on the ones you are using.  For the lower two screws, they 
share a common plate, so you can use an awl in one hole to move the 
plate around while you try to get the other lined up.
