I heard that there is a legal precedent in the USA.  Some guy fought a
parking ticket claiming that the 12:00 AM (or maybe it was 12:00 PM, I
forget) on the sign was ambiguous.  The judge agreed and declared that
neither 12:00 AM nor 12:00 PM was a legal time and that Noon or Midnight
was required.

Whether Midnight applies to the day following or the day preceding was
apparently not addressed...  Sounds like a good reason to use "Midnight
Plus One".
