I think more likely you're looking for a bad connection or damaged wire
somewhere between the gauge and the fuel tank sender.  Could possibly be a
bad ground at the sender, or a bad connection between the gauge and the
voltage stabilizer.  But as long as the temp gauge is acting normally, the
stabilizer itself must be supplying the right voltage.

A gradual change might be a bad sender or gauge, but when they fail suddenly
the result is almost always a gauge that always reads empty.

A partially sunk float is a distant possibility also.

If I'm not mistaken, grounding the wire at the sender should result in a
full reading.
