Terry:

No screws being missed, just years of drying out of the rubber gasket that
is causing it not to want to budge.  Continue to try coaxing it, but if you
get impatient or it just won't budge, you can use a small screwdriver or
some other devise and bend up the tabs.  They will then need to be rebent
down when reassembling the gauge.

I've researched archives on how to remove gauge bezels from the instrument,
and as I understand it, there are three tabs on the bezel.  Simply twist
until they align appropriately, the voila!  Off she come.

But ahem, the bezel on my 45 year old gauges doesn't twist.

I am missing something.  ...a screw or two, I suspect.
