That is an excellent observation and great bit of deductive reasoning! I
never would have thought of the actual "physics" involved and the necessity

That portion of cable has to flex due to the movement of the rear axle. The
outer sheath keeps the distance between the body and the axle constant (as
seen
by the inner cable), so the handbrake doesn't have to be readjusted as the
axle
moves.
