Should the skirt go up or go down?

There was some discussion as to whether the "skirt" on the trunion grease seal 
should go up or go 
down. My original TR250 trunion grease seal has it's "skirt" going down -- on 
the trunion.

Moss lists the same part number for the TR250/TR6 trunion grease seal and the 
REPLACEMENT TR3 
trunions. The original TR3 grease seal that goes with an original TR3 trunion 
is not the same part 
number.
