I would offer the following

1) make sure you using the appropriate size screwdriver (I am not 
sure about the size because a DPO replaced mine with screws that use 
an alan wrench.)  But on other LBCs I have owned used a #3 or #4.
2) take the front wheels off & remove the splash guards & from that 
position you can spray penetrating oil on the back of the captive 
nuts & bolts
3) I would then use a long screwdriver & a hammer to try to loosen 
the rust/corrosion that might be holding the screw
