Are you sure your dwell meter is connected properly ?  25 degrees just happens
to be how long the points should be open ...

You can try lowering the point gap to get the prescribed 35 degrees, but IMO
something else must be wrong.  The relationship between point gap and dwell
angle is fixed by the point cam, so it's at least possible you've got a severely
worn point cam or some other problem in the dizzy.
