It may not be the cable. Even if it is sticking, you should be able  
to push it fully in.

The plunger (?) on the hood may be adjusted too short and not  
captured fully by the latch. It is screwed into the hood and secured  
by a lock nut (inside the spring). Mine has a slotted end so that it  
is easy to turn with a screwdriver.

The plunger and spring may not be centered on the latch hole. This  
assembly is attached to the hood with two bolts in slotted holes for  
adjustment.

Then I'd go back and look at the cable.
