Bench testing a TR3 fuel gauge

I've acquired several over the years and I'd like to cull the ones that don't 
work.  I presume that with a 9v battery, a
radio shack reostat (or even the panel dimmer switch) and maybe a multi meter I 
could do this.

Any idea what readings I should get?
