Take a close look where the fins attach to the tubes.  If the fins are 
corroded and falling out, the rad isn't good.  The fins are what transfer heat 
to 
the air by increasing surface area.  If you had a rad with tubes only it would 
not be very good at transfering heat.

Past that, a pressure test is needed.  Make sure you tell the rad shop person 
your system runs at X pressure.  If you have a car that runs at low pressure 
they might test the rad at modern pressure 20 PSI only to have it pop.
