Jim:
Leave the outer column attachments and the steering unit attaching bolts
loose. Put the upper steering shaft and steering wheel in and put the
coupler (the thing that holds the upper and lower shaft together on the
splines) on one shaft but don't tighten the bolts. Fiddle with the upper and
lower parts of the shaft until you can slide the coupler from the bottom
part to the top part without moving either shaft. Tighten the coupler, then
tighten the steering unit and upper column attaching bolts.
It's fiddly, but any misalignment between the two shafts will cause binding
and hard steering force.
