As you surmise, this was the first version of crankcase emission control; a
replacement for the "road draft tube" used in previous years.  In theory,
instead of being released into the atmosphere, any crankcase fumes would be
directed back into the carburetor intakes and burned.  Thereby greatly
reducing hydrocarbon emissions, a major component of smog.

No need for that, IMO.  Just close off the holes somehow so no unfiltered
air gets into the engine (although running a hose between them would be one
way to close them off).
