As you surmise, this was the first  version of crankcase emission control; a
replacement for the "road draft  tube" used in previous years.  In theory,
instead of being released  into the atmosphere, any crankcase fumes would be
directed back into the  carburetor intakes and burned.  Thereby greatly
reducing hydrocarbon  emissions, a major component of smog.

But in the one picture of the engine there appears to be an additional  
add-on breather of some sort on the LH (distributor) side of the valve cover???
