I recently sold a 1967 VW truck to a guy in Texas. Georgia does not require
titling of vehicles older than 10 years, so all I could give him was a Bill of
Sale. Texas feels differently about the matter.
I got the B of S notarized, gave him a current registration, and a copy of the
Georgia statute stating that no title was required, nor could one be provided.
I telephoned the DMV in his town to make sure that they understood the
situation before we shipped the vehicle, and they understood, said it was fine.
He apparently had little trouble titling the vehicle when it was received.
Your state may vary...a quick Google at Conneticut's DMV reveals "The
acquisition of a certificate of title for any vehicle manufactured prior to
1981 shall not be required. The commissioner, in his discretion, may issue such
certificate of title for such a vehicle."

Arm yourself with a copy of that, and find a different clerk. Speak with a
supervisor, or with the state Motor Vehicle Registrar if necessary. Non
illigitimus carborundum, and all that...
