Could be.  Could also be a bad connection anywhere in the starter circuit,
including where the battery cables attach to the battery and the ground
strap to the body.

One way to look for it : Next time it happens, hold the button down for a
count of 10 or so, then quickly open the hood and feel along all the starter
circuit connections.  The bad one will be hot.

And the burn will heal <G>
