Well, gas goes through the carburettor, right?  And 90% of all 
carburettor problems are electrical.  So your problem is electrical.  
Really.  Maybe a short or a break in the line to the fuel sender, 
though it hard to imagine it being consistent like that.  Maybe poor 
connections?  Could be a busted sender, most likely.

If you pull the wire off the sender does it make any difference in 
the gauge reading?
