With respect to the rubber bands; yes.  As to tapping the lower control arms
"out", what you are doing is releasing them from the tightening that takes
place when you seat the splines.  It is to insure they move freely.  I
speculate that you are asking this because you did not do it before final
assembly of the spring plate, etc.  Personally I would not take it apart to
do it if that is why you ask.
