Generally, tho not always, you can go a LOT farther than .003".  .060" is
not uncommon.

Sleeving worn cylinders is a standard operation.  In most cases, sleeves are
available off the shelf.  But even if not, custom sleeves can be made at a
cost comparable to TR liners.
