doug,
for my saab sedan , i went junk yard shopping and found a few unboltable
factory installed tow hooks.  the type that have a slotted hole in them for
the tow hook and two bolt holes through the upper portion of the plate for
mounting.   i attached them (1 front and 1 rear) to the factory bumper
iorns on the car wich are mounted to the original mounting points in my
unibody construction.  
unfortunatly they have been "tested" and are fully functional .
what i have seen are big eye bolts welded to sub frame areas and others
have bent heavy diameter wire and welded that to frame rail areas.    i've
also seen on rally cars , some large wire diameter hunks of chain literally
welded or bolted with huge reinforcement washers right through frame rails
or unitised consrtuction areas(crude but functional!)   
possibly take a factory bumper iorn and modify the "bumper" end by welding
something suitable to it and attach it to the original points in the cars
inner structure?  
i did paint them bright red and have "TOW" with an arow pointing down to
the hook on my bumper face bars too.  
i have heard discussions of cars wich are not suitable to attach a tow hook
will carry an "axle strap" (strap with a "D" ring at each end)  somewhere
"acessable" in the car in case of emergency.
in the case of my H-mod sports racer i forsee carrying an axle strap,  as
the nature of the car does not lend an easy resolve to mounting a literal
"hook" and my roll bar is part of the frame construction.   so using a
double ended strap is not a problem (nor is carrying one in the car).
i'm planning on literally wrapping the strap around the roll bar brace in
the cockpit area and holding it in place (strictly to retain from being
loose in car on course) with a cheap mountain climbing look alike key ring
snap clasp .   sweet and simple meeting the requirements without a hassle!
