- 17-amp current rated 35-amp blow rated. Is that a slow blow? I really don't think so. I believe that it is a Europead designation not generally used here in the US. I also read that same designation

- I had a similar problem with a GM alt w/built in reg. many years ago. Alt tested good but eventually I changed it anyhow and the battery discharge problem went away. Maybe the VR problem is intermitt

- Are you sure that all of the plug wires are where they belong? When I got mine it was wired exactly backwards. Started and ran fair at idle but similar symptoms. The advance may be a seperate issue.
