The adjustment is made when the valve is fully closed, i usually just let the engine warm up and adjust them on the fly with the engine running. Just back off the adjustment till the rocker arm clatt

What the blue dots do is it gives the tail lights a bluish/purplish hue when the light are turned on. You have to place the blue dots right over bulb to get the best effect. They are sorta difficult
