Most of the water on the "shelf" comes from rain entering the heater intake (on the rear edge of the bonnet), and overflowing out the drain hold onto the shelf. The washer bottle shouldn't contribute

You might try using three rubber washers (like, from a garden hose) & let the bottle sit on those. It shouldn't raise the bottle much, but will still allow some air to circulate. Andy H.
