The rotor should turn a bit under finger pressure, but should not move side to side without turning. If it does move side to side, then a new bushing in the distributor body is called for. Replacing

One point of caution here about the material to use for the bushing. Many years ago I had the same problem with my Spitfire. Bushings weren't available so I went to a machine shop to have one made. I
