I believe the brackets go inside the rear fenders and provide a kind of "clamping/leverage" to hold the fender to the body shell near the rear tail lights. The chrome headed bolts sound like license

The spare parts go into the parts bin until such a time as their use or position becomes self evident. Alternatively they may need to be pressed into service in a non-standard position. -- Best regar
