On mine the plate was missing, but the rivets were there..... I was able to grip the rivets with a small vise-grip and pull and twist them out. Drilling on the block makes me nervous. David W. Jones

You could also wait until the paint is completely dry, and use a couple of drops of thinner on the newspaper in the procedure below, before gently rubbing the plate on it until the unwanted sections
