Personally, I would not recommend lacquer. It is illegal now in several states due, I believe, its VOCs. On a more practical level, it is a fragile paint, although original to most of our old crates.

The concensus seems to be replace the cable, but when you do, make sure the cable isn't kinked, bound or twisted internally. I usually reattach the cable at the gearbox (or whatever) lower end first.
